How to register an agency account
A newly created business account (BM) is not an agency account. The business must register as an agency before it can create ad accounts for its customers.

To register an agency account, contact Facebook support at: https://www.facebook.com/business/help/support
Contact them by chat or email. Ask support: ‘I need to register my BM account as an agency account.’ Support will ask you for the necessary information and submit a request to Facebook for agency access on your behalf.
How to become a Facebook partner member
Once your account has agency access, you can create and run ads for multiple customers. With more customers, you have the opportunity to join Facebook's partner program:
To become a Facebook partner member, you must meet all of these requirements:
Spend $5,000 within 180 days, equivalent to around VND 116,000,000, or nearly 19.5 million VND per month.
The BM account must connect to at least 10 Facebook Pages, each spending at least $100 within 90 days.
Accounts created in or connected to the BM must not violate any Facebook policies.
What if your BM has not been granted agency access and cannot create multiple ad accounts?
Ask customers to grant your BM access to their Facebook Pages.
Run ads on customers' ad accounts and ask them to share the accounts with your BM. It is even better if their ad accounts were created in a BM, as this increases trust.
